Had some roommates who did that. Every once in a while they'd forget to tell me that they'd prepared a 1/2 tobacco spliff and I'd be sitting there wondering why the weed was suddenly so harsh, foul, and shitty.

Generally speaking, to make it burn better. No idea why he would do it there, but if you're smoking crap hash then it makes a lot of sense.
