Most of the fonts that use it show it as a cross. I'm going with the herd on this one. Also it look nothing like a dagger here.

XYZ its unicode, but unicode has to be supported by fonts, so it falls into the fonts really.

It can be whatever the font wants it to be. Some fonts don't even support the character. Like I said the character falls into the font, if the font doesn't support it then it will just be a default unicode symbol.
