Balancing teams changing respawn time.

Is this idea implemented?

Can be done using server script?

Different respawn time for each team.

To balance teams 2 vs 1 or 3 vs 2, you can change respawn time.
I know probably it's not enough. But it can be a little help.

I suppose in ctf this could be useful.

Horrible and unfair.

Unfair is to fight one against two. Waiting for somebody join your team.
If the two players time have a respawn time more long than one players team, this can help to balance game until 2 vs 2 and respawn time turns typical time.
