You cannot deploy a parachute in soldat.

just edit the map and make the spawn points really high

I must admit i laughed when i first read this (no offence to you) as images of a soldat having a parachute explode out of his back apeared in my mind :P And as stated, the parachute only apears when you spawn at a certain hight off of the map
