i hosted a server yesterday on soldat 1.3.1. bjarne came in to the server without any problems but when my other friend exodus tried to join the server it stood requesting game. so what is the problem here? why he cant join?

You need to look up on portforwarding. Seems like you haven't forwarded your ports correctly.
The search function will definitely return some nice results aswell as www.portforward.com
