Click Here to get the dedicated server. Install it not directly into your soldat folder (cuz it messes up with your soldat-gameplay settings). Open the scripts folder and start reading and familiarizing yourself with its layout. You need to learn pascal (not too hard to do) - find simple pascal or delphi tutorials online.

www.enesce.com/help and read all the variables, functions, and events available to you in the dedicated server. Use it all to your advantage. Have fun!
