Yes it is. Go to the soldat folder and load up config.exe, uncheck Fullscreen and it will load windowed mode.

He's asking if he can move the Soldat window around.

In the menu, you'll see on the top-right corner a box that contains the word "SOLDAT."  Click that and drag.

Whoops read his question wrong, sorry. Anyways yeah, I usually leave mine in the center so its easier to see rather than putting it in the corner or whatever.

If you have more than one monitor that are apart like me then it's not an option to have it in the middle. I usually drag mine the way Eagles_Arrows said to one of the monitors. I really hate that he restrictede us unregged to 640x480, I for one dislike changing resolution in games and always keep it the same as my desktop resolution.

If you join a sever, the window will stay in whatever place you placed it at.

Yeah, so move it before you join the game.

Though I find it hard to play Soldat if it isn't centred. If it's at the top, I find my head rising up.

I take it you're using the resize function to stretch the screen? If you have resize at 0%, the window will not automatically centre when you join a game.

What you COULD do, although it's not really ideal, is lower your desktop resolution before playing, then switch it back after. I'm trying to find a better solution, but I'm afraid there may not be one right now.
