I don't understand do you mean that there is a /faceplam commmand ?and this command should drop a random item ?
This would require changes in file format, so I highly doubt this would get implemented, no matter how good it may sound.
Well what about making it possible to have custom rain and such for your map, just making a .bmp file to replace the current one in soldat. The weather setting would be set to custom in map maker/polyworks...
Just use images in the map. Fog just needs to be a .png with an alpha channel. Snow is already in.

osnt there already snow? i think VTT has a dense snow mod too.
