BattlEye is an anti-cheat system for Soldat. Read more about it here.

And yes; you do need to download one major update for it. Get and install this:
http://static.soldat.pl/downloads/BattlEye.zip

Once you've got that any further updates should be downloaded pretty much automatically, in-game.

From what you've said you also seem to be on windows 98.  In which case you'll have a bit more problems with battleye.  Follow the steps posted here to fix the problems once you've downloaded the battleye client.
