Why scenery? Just make the forts out of polygons.

And what type of forts? Just place some textured polygons, set the background:
R:0
G:255
B:0

Take an sceenshot and open mspaint, ctrl+v and put that image on your scenery-gfx folder, then place it on the map! (Very fast explanation) PM for more about this.
