And Abuse. Because it was one of the first side-scrolling shooters to involve mouse control and I'm too lazy to go find the actual first game.

I think this was posted a while ago, but there's actually a demo you can play now: Waterstorm looks pretty interesting. It might not be too similar to Soldat, but you never know.
