Modifications to locked topics

Remove the "poll" and "modify" buttons from locked topics as they can't be modified anyway. Of course the buttons will still remain for moderators/admins.

Also, since a topic that's been locked is generally under an admin's or moderator's control, perhaps removing the notify button would be a good idea as well?

I'll add it to the list of possible to-dos, but since the buttons don't work and are just there it is a very low priority item
