-c switch broken

Why does server still look for soldat.ini when -c switch is used?
If soldat.ini has specified game password, and xx.ini doesn't, the server WILL be passworded. Any other parameter that is specified as empty in xx.ini will be taken from soldat.ini too. This is opposite to what used to be in older versions, and to what is expected.
