WinZip is good (or integrated .zip archiver with Windows)
WinRar is best as optimum familiar and popular.
Always make .zip or .rar with highest/best compression.
Pack only modded files.
Example installers are from Clickteam.

Well, I was planning to keep this to myself, but I found this page which can tell you how to make a self-extracting 7-zip archive.
Set up the folder so if you set it to extract to the root Soldat folder, the mod is extracted to Mods and a launching .bat file is extracted to the main Soldat folder. Make sure nothing is overwritten.

Also, don't pack thumbs.db files. They're annoying.

The thumbs.db is a file that winrar generates when you zip images, I think.

thumbs.db is generated by windows, and it's the thumbnails windows generates when you view a folder as thumbnails.
