Weather revamp.

Most of you haven't noticed but the elements are spawned from the top of The particular persons screen. Resulting in a laggy sort of image of this. It is most noticeable on snowing maps.
I suggest that something is implemented as a baseline for the weather effects to start from, like a certain point of the map so that players don't see the snow being "Spawned" on their screen, but they see it float more smoothly from a set point.

Just a wider area for the snow to fall in, maybe? So that when you move your cursor around, it doesn't give the effect you describe.

This would generate a lot of snow, and possibly lag. I do agree the weather effects look ugly though.
