This is a stupid question I know, but how do you use them?

you can't use them on the forums, only BBcode allowed... if you need a place from where you could learn html cding, a good place to start would be www.w3schools.com

HTML is a language and your browser translates the language into websites.... I guess. Use an HTML editor, Dreamweaver or Frontpage, etc

Its not a language =\, its a markup language hence, hypertext markup language (html).  As to keeping to the topic of this post, some good editors are notepad++ as it has syntax support for html.  You also use them by writting them out and saving them as a .htm, .html file.  Also there are 3 basic parts, html, header, body.  These 3 parts are major parts of the html document.  Also I may suggest if you decide to learn html, then branch off into css, and/or javascript & php.
