UPDATED: [irc] tag

I will be adding this mod to the forums to allow the use of [irc] tags to link to IRC channels.  I plan to modify this mod into a [soldat] tag for the same purpose.

I will post back here once these changes are completed so that any bugs can be reported and questions answered.

Due to a conflict with another mod installed, this mod can not be installed.  I still intend to eventually add this functionality, but it will be a while before I can.

I put in a mod that sped up BBCode parsing by quite a bit.  That mod restructured the code that parses BBCode entirely, so this mod isn't compatible with it.

The original reason I installed that mod was to allow for the [anchor] tag, but then I realized how much faster it made the forums and appreciated it on its own as well.  I don't intend to remove it.  (for the record, that mod was called FasterParseCode)
