Can't Create A Poll

I tried to create a poll in The "General Discussions" section of the forums.  I was logged on, I filled out the poll description, message, topic name, etc.  But when I click 'Post' I get the message:

An Error Has Occurred!

You are not allowed to access this section 

I don't know what's wrong.  Do you have to have a certain post count to create a poll?

It happens. Make a thread and then add the poll after it!

It works, but I can't see what's stopping me from creating a poll without a topic already there.

It's just a flaw in the coding. Seems FLAb's been trying to figure it out for quite some time now, but it's a huuuge job, I reckon.

Gram, no one ever reads the stickies anyway.
