That mesasge means that there is already a soldatserver process that didn't close correctly.

Open taskmanager(right click on taskbar and click taskmanager).
Go to the processes tab
Find the soldat server processes(if any) and right click them and choose end process tree.

Then reboot.

Also, make sure you have filled out all of the things inside soldat.ini and read all of the stickies on running servers.

from the page I linked to above:

Soldat Packet Type: UDP (and TCP for Map downloads)

Soldat Client Port: 23083 [note: this is hardwired into Soldat, you cannot change this option]

Soldat Server Port: default 23073 [this can be changed, but does not effect the client port, like previously believed]

Map Download Port (TCP): Soldat Server Port + 10 [for example: if the soldat server port was 24084 then the map download port would be 24094]

ASE Packet Type: UDP / TCP

ASE Scanner Ports: 27243-27243

Local Computer's IP: 127.0.0.1

LAN Scan Port: 27015

23073 - TCP and UDP
23083 - TCP

"Cannot bind to port" means that there is already a soldat server running on that port.  Run task manager (the ctrl+alt+delete program) and make sure that there is no "soldatserver.exe" in the processes list

im gonna see if this works, thx flies for your help and joe too :D

edit: i opened the correct ports, and it says its added to lobby server but ppl still cant get in..

edit2: i see soldatserver.exe running but its in combo with the soldat admin program, i took it off and it closed it down... dephille told me to use this website http://mr.netpub.org/guide/guides.php?id=1 and i dl the server and the admin tool...

edit3: one of my friends joined..i used the dedicated server that came with it, strange thing is that other ppl cant join, and the map says the servers name...

edit4: now ppl are seeing it in the lobby server but cant join, another thread here said to look for lobby forwarding or something in soldat.ini (cuts everyone else after 1 person joins) http://forums.soldat.pl/index.php?topic=2267.0

this is what my soldat.ini says for the network part

are you sure you forwarded the ports?  That is pretty much the only thing that can cause people to not be able to join once the server is running.

What brand/model router do you have?

Also, you mentioned to me on MSN that your internet connection is one of those city-wide wireless things... I highly reccomend you don't even try hosting a server on that :-x

suit yourself, I just don't think that those wireless connections are the best things for gaming on, especially running gaming servers.  I wouldn't be surprised if a lot of hits don't register on your server once it is up and running.  Packet loss on any wireless connection is notoriously bad, and since soldat users UDP that will be noticeable.
