You can flip the fraction on the bottom (5/6) so that it would be 1 times 6/5 so like jaybee said,

If you don't include a modifier, it doesn't. =P

"Staff of Chance" is the name, "+9" refers to the modifier, which is of luck.

I just confirmed that 20.

Oh, and the answer is 6/5.
