Masking Software?

I have the cheap man's Photoshop (Elements 3) and since I don't have a couple hundred bucks to give adobe right now, I was wondering if there's any free software that would let me mask a scenery so that I could do the fading out effect I see so common among the PNG background sceneries. I have the GIMP and I've heard theres a way to use that, but I don't know how, and I don't want the texture masking software, I want to mask scenery files I make. Any advice?

Are you talking about alpha transparency or like a layer mask? This does pretty much what layer mask in PS does, if that's what you're looking for...

Not just alpha transparency for Only textures, I said no to that one:

Like I said I wanted to alpha transparency sceneries so that I could have fading sceneries, But I don't have the money for Photoshop CS3 or anything, and Elements 3 doesn't do alpha transparency or masking of any kind. Not Textures.

GIMP [I'm still using the ancient 2.2] has its masking pretty much the same as PS. If this isn't what you're looking for then you need to elaborate a bit. Thanks.
