Very detailed post I see.

Try plugging you're keyboard in and rebooting with it plugged in.

Hm, the keyboard of my sister is working now, but it sucks and its... not mine.

The drivers are fine, the Wireless reciever is also fine because my mouse runs over the same reciever and it works.

Have you tried plugging it in?

He has a new keyboard... he's having keyboard trouble. He never said it was plugged in or where it was plugged in.

He might have it plugged into the mouse port for all we know.

I think if he had thought to virus scan he would know how to plug the right coloured plug (assuming it is PS2) in the right coloured hole, if it is a usb keyboard it is even simpler.

If it's clean, plugged in, rebooted with it in, and a different keyboard is working, and you're sure it's not a driver issue, then most likely the keyboard doesn't work.  Looks like you'll have to replace it.

Haha, wireless.

Kicking back with the keyboard on your legs and using the mouse on your chest is actually very great.

I LOLED.
Seriously... re-install drivers, check you have it plugged in, and if its USB check that the port you have it plugged in to actually works. Sometimes USB ports have a habit of dying. Check for dust particles, and if that doesn't work... buy a new keyboard.
Just another soul to burn.
