if the socom gets power down i dont think there will be any snipers(barrett's) more  :(
Barret + knife is still a good combination and not overpowered.

But if you can handle both barret + socom --> Overkill.
Imo socom definitely needs some nerf. It's not fair to have a one-hit-weapon and still the possiblity to kind of "spray" your enemies.
No difference between man and mouse - both end up in pussy.

I agree that the SOCOM needs a nerf. I myself use Barret+SOCOM whenever I get tired of rushing with MP5+Knife when my team's not doing shit, and Barret and SOCOM have great synergies. A small decrease in damage would do just fine I think. In my opinion, everything else would be too much.

If it NEEDS to be so much less powered, just drop the damage with three. Then it needs one more bullet to kill.

Only if you think that it is perfectly balanced as is.
Many think it's overpowered, hence changing the ROF would leave it still unbalanced... I'd say reduce damage by a fair bit and reduce ROF by only little.

Almost all other weapons are getting buffed though, so that may kinda nullify the buff that the Socom has. And remember that dealing more damage in one shot is generally considered better than multiple shots of lower damage (as an illustration of what I'm trying to say: the semis kill in one shot when you are low on health while autos take a while).
