Remote administration

in Esence`s script i failing in step three: Remote administration
i dont know why, because i forvarded this port (TCP Port 23073)

Make sure you have an admin password set.

Doesn't this shut the server down when trying to start it up?

No; the server will run just fine without an admin password, you just wont be able to log in.

Technical question, is the admin thread not spawned at all or does it start and just refuses all connections?
