Suggestions regarding mute and scripting.

Suggestion #1: Make /gmuted players still call the OnPlayerSpeak event
Suggestion #2: Add 'Muted' as a parameter to GetPlayerStat, result being a boolean.

This would allow for some work-arounds.
I like to have one Martini
Two at the very most
Three I'm under the table
Four I'm under the host

'Mute' has been added to 2.6.4, 1/0 for global mute. Also 'Flags' has been added (Number of flag captures)

As for #1, that's potentially useful. So, not gonna happen...
