I don't know who is in charge of this site, but...

It looks like that specific subdomain of webd.pl is blocked, not webd as a whole.  Did that site get hijacked at some point to start distributing malware or something?  That's my only guess as to what might have caused this.

no, I suspect their site either got hijacked or it is a false positive.  It is up to the owner of the site to make sure their site is secure and then use Google Webmaster tools to get this removed.

Google sucks, they are simply wrong. They are wrong in many cases and their employees are not as super-smart as most people think.

According to Google, sometimes third-parties (like an advertisement, maybe) can put malicious code in (like no one realised that...) which would trigger it. Maybe that's what happened?

I'm 99% sure that this malware detection is hostname-based, not IP based.

It's supposed to. lol. When you scroll through the pages, you just look for that warning Google posts for bad sites. sirdel.webd.pl and another one (logosms.webd.pl) appears in the first 20 pages. I was proving your point that it was this specific subdomain of this site.
