Windows Sp2 problem

hi.
since i install windows Sp2 i have problems with my ping on soldat, and p2s ares program (it doesn't conect, just for u all to know XD) i have another CPU and soldat works fine.
the problems is that i cant play in sns,muffin,rawr,u13,etc etc i get a ping of 300 or 200 witch is  SO MUCH! for my connexion and past soldat experiences, i usually have 100 or 116 and in closeest servers i have 80 ping with is strange and the reason for my post WTF is going on with my CPU! can anyone help me?

I guess CPU (processor) can`t limit your internet connection, if yes very small.It can be temporary problem with your internet connection on provider side or firewall program etc.I am not sure.
