My internet (Which is pathetic) is broadband (I respect that it's faster than Dial-up though. It starts a download at 42kb/s and then goes down after the first few seconds to about 25-27kb/s. It then stays on that speed for the rest of the download. Is that normal? Can it go faster?

Whether it's normal or not depends. What speed does your ISP say it should be? What kind of internet is it? ADSL? Satellite? A really shitty version of Cable?

Do you have a wireless router setup without a password? If so, there could be people with laptops or whatever leeching off your connection, making it slower for you.

My download speed is supposed to be around 15 mb/s down, but it actually ends up being a little more than half that. There is always going to be some kind of bottleneck to piss you off.

What are you using to download?
Internet explorer seems to do what you are talking about, my mate had 600 kb/s once =O
(it is really fast at the start but then peters out)

My ISP is Telstra (Booo!)
I am supposed to have ADSL. I learned that our LAN lines haven't been laid in our region yet. Our internet should be 5x faster. I do have a wireless router.

I'm using Firefox as it kicks IE's bottom.

You can always ask mummy to change to Bigpond or iiNet or soemthing other than telstra.  You will probably get much better deals and faster speeds etc etc.
