how would you get it to work?

You can't simply say /mutea to mute the taunt that is bound to Alt+a because you have no idea what taunt is bound to what letter(If you're suggesting it for someone elses' taunts) and i fail to see why you would mute your own taunts...

Can you explain how it would work?

Well you can just have /mute all as a taunt

or if theres someone who you dislike enough to spare some room on your keyboard for the sake of muting them, you could bind that too [pigtail]

this does work already doesnt it?

Otherwise, i think it's a good idea, but how would you get it to work?

You should have called it /mutetaunts

But I don't think the client will ever know whether something is a taunt or not.

Impossible. The server is never told if a message sent is one bound to a taunt or if it was typed.

If you don't like someone's taunts, just /mute them. No need to make a new command.

He wants a /mutetaunt to shut up all those people spamming taunts.

Instead of a normal mute, it mutes the player on some of his more annoying taunts, and filters them out until the only thing the muted player is able to say is something meaningful.

In which case, if the person you dislike is on your own team, and you mutetaunted him, it would probably rob you of some vital information about EFC's whereabouts, in either CTF or TW...

Obviously you wouldn't use it in a game where taunts were useful like TW or a more skilled game of CTF, but if someone keeps spamming "Heavy Machine-gun Ahead!" in Lagrange, I'd definitely want to mute him.
