Allow custom Jet settings

At the moment, if you want to add or remove jets from a level, you need to edit that map, causing anyone who has the map to re-download. Couldn't there be a serverside override variable for jets?

Why would it require a change to polyworks? It's just a serverside feature to change the value of jets. I'm not sure how they are implemented, but I'm pretty sure it wouldn't be hard to add a server variable that overrides the map jet value.
