Halo mod ? help

hmm i dont know if thids is in the Right Section and or is allowed so why hasnt anybody attempt'd to make a Halo mod ( e.g halo gosteks , textures , weapons , etc ) yet?
is it u dont want to ,or dont hve the time , too hard , or just plain impossible to do , or are u prohibited to make one since theres already a halo 2d shooter from Dobermann called HaloZero thx again  

im not trying to be rude just curious   

Oh and for those who are thinking ahead i got some ideas or "gosteks"

1. Alpha - Helljumpers from halo 2 , mix of Marines , or Master Chief's

2.Delta or Blue- Mix of Covenant , Elites , or Brutes dunno

I'm not much of a halo fan myself but the latest halo mod was pretty good.

The one on skmods.tk is my favorite of em all. Serial KIller makes awesome mods and gosteks. Papasurfs is the second best one in my opinion (which to most people accounts to nothing but BS)

It would be cool if the legs colour changed for team 2...Would make all mods 10 times better If you had matching team coulours.
