Config Programs usage

I searched this forum lots of times and didn't find anything...

I need a config program to my mod...
I don't know if I can just get it from another mod or something like that... Special Operations, ERA, World War 2 for example...

I know how to configurate the weapons... I already made one and used it... I just need to know if I can get without any permission/problems... (I refer to Ivan's Config Programs)

-::- If I can just get it as I said, how do I to change the Background from World War 2 Background? (Field Marshal's)

-::-Anyone knows where to find they to download? or I need to get it from mods?

-::-Anyone knows one to change Weaps, Grenades, Turrets and thinks like that instead of only the primary and secondary weapons...

You have to ask for permission

Imposible, I tried it but they are compiled to code.

There was download to Ivan config without mod.

Yea, just change files in Mods/WWII (or something like this).

Ok...
But... where... are this download of Ivan's config?

and change the files in World War 2 mod gets an error... I will pay more atention later to it...
