I think, as of now, they're only accelerating particles in one direction at a time (counterclockwise then clockwise). Unless I'm mistaken the first actual collision has not taken place.

we really don't know enough about the physics of black holes to be able to tell whether they'll be created or not. as far as i can tell from wikipedia, there is evidence to suggest that high energy collisions, such as those in the LHC could cause micro black holes. but there is little evidence to suggest that a black hole that small could exist for anything more than a very small fraction of a second.
Unless they actually find something applicable out of this.
