Quick Soldat server patch

Here's a patch fixing the cipher bug that caused kicking. Shoozza found it and fixed it. A couple people are using it so I decided to post it officially. Enjoy and thanks to Shoozza.

It's a bug which allows you to restart the cipher so that all players send wrong packets and get kicked by BE
