Invisible weapons menu prevents me from spawning?

This only happens on certain servers, mostly the zombie ones.  I'll spawn and the weapons menu will pop up with just the icons - no numbers to press to pick a gun.  So I'm stuck standing there and there's nothing I can do, I've tried pressing every key on the keyboard and nothing closes that menu...HELP 

Edit:  Ok, i finally got the menu to close but now all of the primary weapons are gone.  Above the menu it says "Weapons mod", do I need to download something?

The weapons would have been disabled depending on the team you're on, by the sound of things. If the icon shows up but the number doesn't, then a script has deactivated the weapon, or an admin used /weaponoff on that weapon.

Just click on a weapon on the menu, and it should go away.
