All major leagues have switched to 3 default grenades, so the problem is solved there....
It's just frustrating to be owned by a nade, which requires next to no skill (mostly =P), instead of fighting to death with an actual gun. I usually have 0-2 nades max.
My suggest was to slow the rate-of-fire for grenades. Basically, you cant throw them as fast as you can now. Prevents spamming.
Don't grenades already have a startup time?
Personally, I think grenades should be treated as a bonus, rare like everything else and not so ridiculously common. Keep the focus on the primary and secondary weapons.

I think nades are fine. Sometimes, however, in a ctf when the efc is leaving the base, one of the teammates behind me throws a nade at him, but it hits me and it propels me backwards really quickly. Obviously, there's no damage, because he's on my team, but now I'm way behind the efc with no hopes of catching up.
