As far as government is concerned, just make sure you have a definate agenda on how you want it to work that is as clear as possible. Many of the civilizations that have died over the years is due in no small part to changing of the focus of government, and many more go through a decline when they change the type of government they have. Small thought.

What if a situation arises where to be elected it costs many many moneys (wtf ever your currecny is) and there is a lot of infighting so a few small groups of rich people eventually start to dominate elections and never get anything done anyway and the things they do get done help few except themselves. It is hard for a common person to rise up because they don't have "connections" and can't generate support or money and further the media only considers "contenders" those who raise enough money. Thus creating a cycle where only the usual people are considered contenders by the media and everyone else unwinnable so people don't donate to said "unwinnable" people because it would be "wasting money". That wasn't written very well but you get the idea of how democracy fails.

communications and trade lines with earth-what would be if there would be some catastrophic accident, the signal would need some time to come to us, which is a problem when there is everything panicaly going on the moon
-the internet by itself would be possible, but the signal would be late for some time, so some things would be impossible (gaming, irc, forums (someone posts before you do), etc.)
the titanic effect-well, a giant spaceship goes to the moon, some space trash hits it, all people onboard will probably die (except if they fly on the spaceship on cryo pods that would return to earth if something goes wrong
