cant install dedicated server patch

hey when I downloaded the patch for the dedicated server, how do I install it, do I click the application, do i put the changes that are in the notepad into soldar.ini
I have tried those but when I click on the Application i get an error

Unzip the zip file over your existing dedicated server installation, overwriting any of the files that exist.

wait, is this a patch that updates the first server?
i have seem to download the actuall server, it keeps saying that its not a valid Zip file

Update whatever program you use to unzip. Don't open from location, save to disk. The latest versions of Winrar, Winzip, and Winace all open the zip file properly.
