Mods, how to install and more importantly USE?

I know there are many topics like this but i don't still get it, when i install mods to soldat\mods\modname, and then i go to soldat mod starter and choose that mod and press that "play soldat modded" button it goes to the game but it isn't modded, it's just normal soldat. anybody know what i did wrong?

it should be like that:
soldat\mods\modname\(all files of the mod)
and not like that:
soldat\mods\modname\modname\(all files...)
