Yeah So I tryed to start 1.5 and this is what I got Please Help

Dell Inspiron1420 Laptop
Vista Home Premium SP 1
Intel Core 2 Duo CPU T5850

Yeah I got the same problem, apparently some issue that appears with that dll sometimes, heres how you fix it.
1. Open Control Panel and click on Programs and Features. Click on "View Installed Updates" and look for KB938194. Uninstall it, reboot.
2. Reinstall it from here and reboot again.
3. If the update is not installed, take a trip to Windows Update and install all updates for your OS.

I didn't do this but yeah my comp updated later that night then i turned it on today and 1.5 worked thanks anywayz..
