Dedicated Server option Enabled.Can't join

I've downloaded Soldat and my friend gave me the IP for the game and when I put it in that  message comes up(Dedicated Server Option Enabled.Can't Join)!Now i'm not stupid and made sure on the soldat.ini that dedicated was 0 but it still comes up with that message!?Wats wrong?How do I fix it?BTW I have re-installed it but it said the same thing

You're running the game with the -dedicated parameter. If you're opening Soldat from a short-cut, right click and select Properties. Make sure the target says something like:

"C:\Soldat\Soldat.exe"

The exact text will vary depending on where you installed Soldat. But there can be no additional parameters such as -dedicated afterwards. If this fails, try running Soldat.exe directly from your Soldat folder.

Just click the Soldat icon not the Soldat Dedicated Server icon.
Illumination is not reached by visualizing the light but by exploring the darkness.
