A few more reasons why it shouldn't be a default map:
1) You can't score from the middle or bottom routes. You can only score at a spot where your flag actually spawns. It makes sense why it's like that, but it's not immediately clear for everyone. I just had a few games and have seen a few players trying to cap from the platform below the flag spawn.
2) It's not clear where exactly flag spawns and falls, so players would often wait for flag to spawn but then miss it because they were slightly off.
3) To prevent enemies from capping the flag from lower routes you can camp the flag spawn or the platform below it, which causes chat console to get spammed with "blablah has returned the blah flag".

1) Yes, I've noticed that too. Players usually don't know how to cap there at first time, but after one fail they know how to do it.
2) Same as 1)
3) That "return flag" camp strategy is just bad strategy, except in situation where your team has enemy flag and is going for cap. Return posts can be a bit of irritating, yes.

However, they are just little things.
I wouldn't call them little, especially the first 2. Lots of people can mess this up quite easily:
- Average and even pro players who never played on a map with falling flags will mess it up at least once.
- New players who are just starting to play and don't know what's possible and what's not. They're likely to mess up several times before they realize how it all works (that is if they don't get kicked for being "noobs" before that happens).
That makes up a significant number of players, so it's guaranteed that every time this map is played on a public server - there probably will be at least one confused player who fails to cap at a crucial moment, or thinks that camping flag spawn is a good tactic (which IMHO really is helpful in some situations).

It's not a terrible map, I just think the whole falling-flags concept is done in a dirty and unintuitive way. Soldat already has a lot of things that are buggy or not immediately clear, so the very least we could do is not add any more of such things (in vanilla Soldat at least).

Waiting for the flag really f**ks the game pace up.
It is impossible to defend your "base", meaning that offence is enforced by default.
