F4 flood detecting

Is there any way to detect trough scripts person who pushes and holds F4? If you do that your client lags and your soldier starts lag weird (comes from place 1 to place 2, then teleports back to place 1 and goes place 2...) what makes you almost unkillable (people don't know where you really are).

So, is there any way to detect player holding F4?

His ping would rise like hell if his client starts lagging.

Decrease the ping limit, it will kick him.

Or check if someones ping suddenly raised

See if they lag continuously and repetitively for no reason then what they are used to or considered normal for them.
