Low FPS problem, Please Help

I have a problem with my FPS, it's really low, the highest i would get on TW is 15 - 20.
It's really annoying idk how to fix it.
Here's my laptop specs:
Acer Aspire 5315
Intel(R) Celeron(R) CPU 560 @2.13~2.1GHz

1014mb RAM
direct x 10
Mobile Intel (R) 965 Express Chipset Family
approx total memory 250mb.
Current Display mode:1280 x 800 (32bit)(60Hz)

Get a new GPU. Soldats minimum requirements are getting higher with every version released.

use 640*480 resolution with windowed mode and it will go away.
