I'm not saying that the delay must be deleted. Sorry for disappointing. I just have to inform that Barrett must be improved somehow!

Barret is useful in for example Nuubia and in 1 vs 1's.  You can predict where enemies come and get them as sitting ducks, you can even learn to kill even when binked, and it's good for some situations.
Maybe you should re-think how you use sniper and realise you can't use it all the time and whine about underpower. It's hard to master so if you don't like it, pick another gun.

Playing with it for 6 years, I know where I should put the cursor and I can kill even binked. And I still think that it is underpowered, at least a bit.

Anyways, I also admit that it's hard to handle. of course it is, but it would be even harder if we got it changed, because though it may suck a bit, we know how to use it now.

Whoa. You're thinking of removing almost all of the reload time and reducing the bink? That'd mean:

[Barret M82A1]
Damage=495
FireInterval=225
Ammo=10
ReloadTime=80
Speed=550
BulletStyle=1
StartUpTime=25
Bink=80
MovementAcc=7
Recoil=0

Aye, not a bad solution for the reload because once the Barrett has fired 10 shots, you're as good as dead, that limits the Barrett. Plus, total reload time is 225 + 80 = 305. Originally it would have been 225 + 300 = 525.

I'm not so sure about the bink though. As for the fireinterval and startup, maybe 10 ticks faster so that the minimum total delay between two shots is 240 like it was in older versions. Currently the minimum total delay is 250.

I mean:

Before there was startup, it was 240 only.
When there was startup, it was 240+25=265
Currently, it is 225+25=250

Why not make the minimum total fireinterval back to 240 by tweaking the fireinterval/startup time (such as 215+25=240)? The minimum total delay of the Barrett being 240 was good then, it's just that the startup time wasn't there before. Besides, the pace is getting really fast and there would be a need to speed up the firing rate.

That's true. I use Barrett a lot and I have noticed that there is 1/10 chance that you'll survive so long that you are able to reload the gun.

True, sadly true. Then again, for those who actually survive (very few ever do), this is a reason why you would reload your Barrett and doesn't limit the Barrett to strictly 10 shots and die.

The reload buff is not enough but should be implemented. I'm stressing on the fireinterval and startup time in particular.
