Turn the bowl around and spill the water somewhere else.
Last year, I dreamt I was pissing at a restroom, but I missed the urinal and my penis exploded.

Scratch that forgot there is a hole in my plan. It could work but its way to complicated to be the actual answer.

If the glass is stopping the water from being spilled out, break it.

push the cup through to displace the water with your hand in the cup, use it to push the penny out of the bowl.

Does the water in Ecuador have flammable properties?

It sucks up the air, not the water.
And you may also wait for the water to evaporate.

A fire in an enclosed space will create low pressure, thus causing "sucking" nearby objects near it (or rather, the high pressure pushes those objects towards the low pressure in an attempt to achieve equilibrium).

Still, I fail to see how this would "suck up" the water. First of all, if the cup sucks up any water, it would put out the fire inside the cup. Secondly, gravity is much stronger than the force of pressure created by that tiny fire; it's not like you could use the cup as a vacuum to just suck up the water in the bowl.

or you know as some kind of scoop, because that would be too complicated.

Srsly. If only we humans were blessed with some kind of instrument used to pick up objects. With five thin and lengthy extensions, one of which is opposable.
