Impossible, since you can't even mod the jets.

Maybe you can mod the gostek poa to have it look like it's using winglike motions, but that'd take forever to do and not look believable.

Well I think that there is a way. There is a image on gostek gfx which is lecistopa, its the boots when you are using jets, but I don't think you'll be able to put it up to the chest

Jet flames only come out of boots. There is no way to change this.
