[Suggestion] Vote_Percent

Vote_Percent option should be separated into Vote_Percent_Maps and Vote_Percent_Kick.

It's useful for deny votemap and allow votekick.

I hate the trolls what votes differents maps of the gamemode of server.  >:(

If it wasn't suggested yet I think it's a good idea. Spliting those votes would be nice.
