Dramatic frame-rate drop after "F1" button

I've recently changed my hardware and this frustrating bug came out:
After pressing any of these buttons (Esc), (F1), (t), or (TAB) I receive a massive bullet-time. The small little green ball in the right upper corner becomes a huge red dot, my ping dramatically grows from 33 to 1500-2000, my game becomes a slide-show, and eventually I'm getting kicked for ping for 15 minutes.

However, If I hide those menus soon enough (by pressing (Esc), (F1), (t), or (TAB) again) everything comes back to normal and I'm not getting kicked.

As you know, pressing any of these buttons results in displaying some text (main menu, list of players, chat and weapon-menu). Where does the problem lie?

- turning Video compatibility ON in Soldat Setup didn't help
- changing font sizes in font.ini didn't help

My system: win xp pro
Graphics: radeon hd4870 (catalyst drivers from the box; system recognizes the card as "hd4800 series")
proc: core i5-750
mobo: Asus P7P55D LE
mem: 4gb dual channel ddr3 1600mhz (ocz low voltage)

Ok, I've resolved the problem.
The bug is caused by the default drivers for ATI Radeon HD4870, namely Catalyst 8.6.
When this card came out there were no dedicated drivers for it (!), so they packed it with Catalyst 8.6. Later on a hotfix came out, but it seems they took it down for some reason. Finally, Catalyst 8.7 was published - and this driver WORKS.

tl;dr Uninstall Catalyst 8.6, install ATI Catalyst™ 10.2 Display Driver from this site
