Not at all, it pretty much depends on the tactics, not only on the amount of weapons and people.
That was probably the case in the 17th century for example, but as you might know we're living in the 21st century.
Besides, I think you can also defend a country in other ways other than by military forces or weapons.
I do agree on locking this thread for pretty obvious reasons, though.
